 in Control Panel select Date, Time, Language, and Regional Options

 Select Regional and Language Options
|
 Select the Languages tab
|
 Check the option for installing East Asian languages
|
 It should begin copying required files
|
 When completed click the Details button
|
 Now click the Add button
|
 Select Chinese (Taiwan) as the Input Language and Microsoft New Phonetics IME 2002a as the keyboard layout/IME

from the taskbar menu select the language icon, shown as CH, and select the Tool Menu as shown and click the IME pad
|
 Using notepad (or any other application) with the IME Pad
|
 You can start entering Traditional Chinese with a mouse. IME will give a choice depending on the character that you have entered
|
 Select the character that you want and click the Enter button on the right hand side, the character is displayed on the application
